1 Tbsp. I Can't Believe It's Not Butter!® Spread, divided, for topping

Preheat oven to 400°. Spray two (12-cup) mini muffin pans with nonstick cooking spray; set aside.
Bring water to a boil over high heat in 1-quart saucepan. Remove from heat and add Lipton® Cinnamon Apple Herbal Tea Bags and raisins; cover and brew 5 minutes. Remove Tea bags and squeeze; cool.
Combine 1-1/2 cups flour, 3/4 cup sugar, baking powder, salt and nutmeg in medium bowl. Cut in 6 tablespoons Spread with pastry blender or two knives until mixture is size of small peas. Gently stir in egg and cooled tea mixture just until blended. Spoon batter into prepared pans; set aside.
Mix remaining 2 tablespoons flour and 2 tablespoons sugar in small bowl. Cut in remaining 1 tablespoon Spread with pastry blender or two knives until mixture is size of small peas. Evenly sprinkle onto batter, then pat lightly.
Bake 15 minutes or until toothpick inserted in centers comes out clean. Cool 10 minutes on wire rack; remove from pans and cool completely.
